Recover, Reroof, or Replace: Three Budgets, Three Outcomes
Every low-slope roof in this market eventually hits the same fork. A recover leaves the existing assembly in place and installs a new membrane over a separation layer or thin insulation board. A full reroof strips to the deck and rebuilds the assembly. The recover typically prices at roughly half the cost per square foot of a tear-off replacement, because you skip demolition, hauling, and most of the new insulation package.
The catch is eligibility. California code allows a maximum of two roof coverings, and a recover over wet insulation buries a liability instead of solving it. We run a moisture survey before quoting either path. If more than a small fraction of the insulation scans wet, the recover math collapses, because you would be paying to entomb saturated board that keeps rusting fasteners and feeding blisters.

On a big warehouse, each added inch of polyiso is a real number: material, freight, fastener length changes, and edge-height details all move with it.
We price the code-required assembly and the as-is assembly side by side so you can see exactly what the energy code costs you. On a high-cube fulfillment building running conditioning or refrigeration, the added insulation usually pays itself back through the utility bill. The Deck Question on Inland Empire Tilt-Ups
A large share of the warehouse stock between the 10 and the 60 was built with panelized wood roof systems: plywood or OSB over dimensional lumber and glulam beams. - Insulation type, total R-value, and whether tapered board is included for drainage
- Tear-off and disposal, priced separately from installation

- Skylight, hatch, and penetration counts with per-unit replacement pricing
If a bid will not break those out, you cannot compare it to anything, and you cannot audit the change orders later.
